Notes: An obvious application is to select a hex you plan to attack, especially a large battle where you expect losses so you won't be left with extra ships at the end of the battle. The only thing is that this card requires an Action so you need to broadcast your intent. Perhaps best to wait until your opponent has passed before pulling this out.
